The short answer
Fiscalization is a tax compliance requirement, common in Eastern Europe and increasingly in Spain, where a business must register or report each transaction with the tax authority in real time or near-real time — independently of how (or whether) an invoice is delivered to the buyer. The term originates from the idea of a fiscal device or system that stamps a transaction with the authority the moment it happens, rather than a business self-reporting totals at the end of a filing period.
Fiscalization is not the same thing as e-invoicing, and it is not the same thing as e-invoicing clearance. A country can require one, both, or neither. Fiscalization vs. e-invoicing clearance vs. Peppol
These three models are frequently confused because all three involve sending structured data to a government system. They are not interchangeable:
Fiscalization / real-time reporting — the invoice is delivered to the buyer through whatever channel the business already uses. Separately, transaction data must reach the tax authority within a defined window, often measured in hours or a small number of days. Hungary, Romania, Spain, and Greece all operate variants of this model.
E-invoicing clearance — the opposite sequencing. The authority must approve the invoice and return a reference number before it is legally allowed to reach the buyer at all. Italy’s SDI and Poland’s KSeF are the clearest examples. See Clearvo’s e-invoicing product.
Peppol delivery — a structured-document network used for invoice delivery itself, common across Western Europe, Australia, New Zealand, Singapore, and Japan. Peppol is a transport and format standard, not a fiscal reporting obligation — a Peppol invoice can still be subject to a separate fiscalization requirement in some markets. Which countries require fiscalization
Fiscalization mandates are most established in Eastern Europe, with Spain now converging toward the same model:
- Hungary — Online Számla, operated by NAV. Live since 2018. Most B2B invoices must be reported within 24 hours of issuance.
- Romania — e-Factura, operated by ANAF. Live since 2024 for B2B. Invoices must reach ANAF within 5 calendar days.
- Greece — myDATA, operated by AADE. Live since 2021. Transaction data is transmitted simultaneously with, or shortly after, invoice issuance.
- Spain — VERI*FACTU, operated by AEAT. Mandatory since July 2025 for larger businesses and invoicing software vendors, extending the existing SII (Immediate Supply of Information) regime’s real-time reporting principle to all invoicing software.
- Croatia and Serbia operate their own fiscalization mandates in the same regulatory family, with Serbia’s SEF system expanding through 2026.
Why fiscalization exists
Traditional VAT enforcement relies on businesses self-reporting totals in periodic returns, giving authorities visibility only after the fact — often months after a transaction occurred, and only in aggregate. Fiscalization closes that gap by giving tax authorities transaction-level visibility as sales happen, making under-reporting and invoice fraud far harder to conceal. Hungary, Romania, and Greece each introduced their systems specifically in response to large VAT compliance gaps.
What this means for your business
If you sell into a fiscalization market, the practical requirement is a second, parallel data feed alongside your existing billing process — not a change to how customers receive invoices. Missing the reporting window carries its own penalty, separate from any invoice-related issue, and in some jurisdictions (Romania, since mid-2024) a buyer who accepts a non-compliant invoice can be penalized too.
